HTTPS not being enforced

The plugin doesn't seem to be working, perhaps I've misunderstood how it's supposed to operate. On pages without the Force SSL attribute, such as the index page, it will not allow https to be used; it redirects the page back to http. For example,https://www.kingstownebaptist.org. On pages with the Force SSL attribute checked, such as the Login page, it allows https if it's typed in the URL bar but does not automatically redirect the browser to https. For example,http://www.kingstownebaptist.org/login. I had hoped to force my users to use HTTPS to log in, but this doesn't seem to force it. I've uninstalled & cleared cache twice, then reinstalled and cleared cache twice as suggested. Thanks for your help.
