z-index not set

Permalink Browser Info Environment
Any block on a page whose z-index is greater than 0 will hide the popup window of the login dialog because no z-index is set.
I helped myself with a custom block template where I defined a z-index to fix this problem.

Unfortunately, it turns out that's not the only problem. Unfortunately I can't solve the mentioned pop-up of the dialog window when loading the page.
