Bugfixes for several CSS rendering issues and javascript to hide iframes while a modal is active.

• Fixed an issue where the modal overlay would render at the top of the page on load.
• Fixed an issue where the modal window was obscured by the backdrop
• Added javascript to "move" iframe windows out of view when the modal window is active.  This prevents the iframe from appearing on top of the active modal.  Iframes within the modal are positioned normally.
