There are 2 areas of configuration and permissions that need to be set. First, you need to name users in the Toolbar Quick Links dashboard page and decide which quick links they will see.

dashboard/system/basics/quick_links/

By default, this just names the administrator. Any other users need to be added to the list.

In Concrete5 the main permissions that need to be set are the Task Permissions at.
dashboard/system/permissions/tasks/

You may also want to enable advanced permissions, depending on just how much permission you want any particular user to have.
