The only difference between versions 3.3.1 and 4 is that 4 works with concrete v9 but 3.3.1 doesn't.
When it came time to adapt my packages to concrete v9 I had a choice between making a version that would work everywhere or making a separate version. The latter was simpler so that's what I did.
Other than that they are exactly the same. If you're on concrete v8 you'll get 3.3.1 and if you are on concrete v9 you'll get 4.
