The theme wasn't built on bootstrap so can't use the built in theme customization.
In concrete, least what I know, can't add theme related css like in WP themes.
However you can add custom css for blocks in the block editing window under Design & Block Template. For this please see hoe to edit blocks in Concrete.
Or if you want some generic css you can add custom css in the theme css file (packages/dexign_theme/themes/dexign/css/style.css) by editing it with a texteditor. (You need ftp access to your website).
