I am guessing your changes are probably showing now. For some reason, when the less is compiled it does seem to cache. I'm not sure of the solution, but sometimes I find applying the preset again and just clearing cache will work. Double check your cache settings again. Possibly refresh the browser you are viewing it in if needed. It is to do with concrete5 less compilation vs a theme specific issue.
The colour on the footer is a darker version of the accent colour, so with the orange preset the darker orange is a bit reddish I suppose. As you have done, you can change it in the .less file directly. If you do this, please ensure you keep a copy saved elsewhere outside of the theme folder, as when you update Seren your changes will be overwritten so you will need to upload the changed .less file after doing an update.
Alternatively, you can change the colour of the footer in custom CSS or using the dashboard colour picker. From any page click on the gear icon at the top left of the menu. Then click on “Design” and click on “Customize”. Scroll down to the section "Footer" and click on "Bottom Background". You can then change the colour here - make sure to save changes.
Or, you can add custom CSS here if you scroll further down click on Custom CSS. If you add CSS here, then it will remain even if you update Seren so you don't need to worry about losing changes. You would need to add some CSS like (substitute appropriate colour):
