For precise typography in students sites, we need to install the plugin in Ckeditor. We've done a regular install, as described in the manual but it won't work.
Is your addon fully supporting this particular plugin, despite many issues with Non-Breaking Space in the Editor.

Sorry, I just realise that using the plugin name cleans away the name and title of my question. It is the Non-Breaking Space plugin "nbsp"

The price of the license is per website, so it's the same regardless of the number of users.
If you meant each student has a website then yes, you would need 20 to 30 licenses.

We have around 20 to 30 students working on their own site/installation. No local dev, all is online on a 3rd level domain of the school. I don't know if we qualify for Multisite. Plus I always need to check budgets with head of school.

Unfortunately it is not approved because its covering only nbsp. I fear, that for use in fine typography we need to able to insert many other space types like em- and en space as well as thin- and hairspace etc. I just hope it’s doable with snippets. Ckeditor has no such plugin.

I understand the issue. Snippets would certainly work but I would suggest that, depending on how often you need to insert that type of character, it might get cumbersome, as you'll have to unroll and click a menu every time instead of using a quick keyboard shortcut.
I would strongly suggest trying to modify the nbsp plugin instead to include other shortcuts and characters. It shouldn't be too hard.
Another possibility is to use a typographic script. I personally use this one on my website:https://github.com/jolicode/JoliTypo...
I coded a hook on my website so the proper elements are used after I save my content. For instance -- gets replaced with an em dash. And that particular script lets you add your own character set.
If you need help coding something I am for hire and we could discuss options.
But again, snippets are easy to put in place and they might do the trick.

The conversation with you brought me on the right track. I chained all eight spacing snippets into a package and installed it in our typography theme. It works like butter, and even better, with snippets and some css you see the spacing abbreviations in editing mode.
