you're absolutely right, seems i have been thinking in a circle - that was stupid, since i can always hardcode any custom navigation links i want on any page without an add-on...

No need to be sorry -- I run my mind in circles sometimes as well, happens to the best of us (well, the more "thoughtful" ones perhaps).
Unfortunately it's not possible to hardcode the manual nav. Even if you could, there's no reason you'd want to -- since it relies on being edited to choose the pages, if you hardcoded it it would never show anything (because hardcoded blocks can't be edited).
If you want to hardcode a manual menu, could you just hardcode the menu HTML directly into your theme template?
