Charset and language

I have two probs You can see them here (live! ;-)

#1:
German and French characters are messed up at the cart page at PAYPAL. This page has charset=utf-8 - so I guess the passing of the values is the problem.
#2:
The PAYPAL Page is in English, how can I make it being in German? PAYPAL is multilingual, so again I guess it is a setup in your add-on.
