I was wondering if you had any plans to make your theme as compliant as possible for Google Pagespeed? I've been trying to squeeze as much optimisation as recommended by this as possible, but some parts are inherent to the theme.
Notably, the areas are reported to be...
1. Remove render-blocking JavaScript:
/packages/fundamental/themes/fundamental/js/vendor/modernizr.js
2. Optimize CSS Delivery of the following:
/packages/fundamental/themes/fundamental/css/normalize.min.css
/packages/fundamental/themes/fundamental/css/foundation.custom.min.css
/fundamental/css/googlefonts.css
3. Ensure text remains visible during webfont load

Fundamental, gives the following results:
mobile - 90 (fast)
desktop - 98 (fast)
I would say this is an exceptional starting point for any website.
In terms of how the resources (CSS/JS) are loaded, this is concrete5 standard convention. They are also required to make sure the site displays/functions properly i.e. they can not be deferred as the site would render incomplete.
The size of these files, is so small that it would have little to no impact if they were not loaded.
You'd be hard pushed to find a site that out performs the above speed test.
