Customizations not saving

We have successfully installed the theme and are working on building out pages. When we place a block (like a CTA promo box) and try to change "Area Design Attributes" like custom class, or simply remove the background, the changes do not seem to take effect on the page every time. It seems like a caching issue, but we have all the C5 cache settings on "Good for Development" and have cleared the browser cache and C5 cache multiple times to no effect. Is there something simple we're missing to get the customizations to work?
